PRESIDENT'S COUNCIL
March 21, 2001

Present: Rosalie Crouch, Joe Good, Ray Greenberg, Jim Fisher, Sarah King, Perry Halushka, Layton McCurdy, Sabra Slaughter (Council Secretary), Stuart Smith, John Sutusky, Marion Woodbury, and Walker Coleman

NOTE: Copies of all handout and visual materials used at the meeting are on file in the Office of the Council Secretary.

ITEM 1. BOARD OF TRUSTEES DRESS REHEARSAL

The agendas for both the MUSC Trustees and the Authority were reviewed and finalized with several minor adjustments. It was noted that Dr. Carolyn Reed and the Hollings Cancer Center had been scheduled for the Friday morning informational presentation.

ACTION: As Mr. Taylor was absent, Dr. Slaughter will review his presentation with him prior to finalizing the agendas for mail out to the two boards. Dr. Slaughter will also make sure that the informational presenters receive guidelines for the scope/length of presentations and a list of the board members they will be addressing. Additionally, he will make sure that audiovisual technical expertise is on hand at each board and committee meeting to make sure that all equipment is functioning with maximum effectiveness.

ITEM 2. EMPLOYEE RECOGNITION

Dr. Greenberg deferred this item to a future Council meeting.

ACTION: Deferred.

ITEM 3. PRIMARY CARE NETWORK

Mr. Woodbury presented the findings and recommendations of the UMA study as conducted by Deloitte and Touch.

ACTION: Mr. Woodbury will present this at the upcoming board meetings with representative of the consultant firm on hand to field any resultant questions.

EXTRA ITEMS/DISCUSSION

Ms. King announced the just released Court Decision on Cocaine Babies.

ACTION: Council approved a MUSC press statement as well as instructed Legal Counsel Good to thoroughly explore sharing of any resultant legal costs with the co-parties including the S. C. Attorney General's Office and the City of Charleston.

Dr. Greenberg discussed the need to develop a Draft University Furlough Policy just in case the Legislature includes this currently considered budget reduction measure in final budget legislation.

ACTION: Dr. Sutusky and Mr. Smith will implement an ad hoc subcommittee of the President's Council to develop a draft policy, making sure to include representation of the Faculty Senate and University research.

Dr. Greenberg noted that his recent Town Forum with University and Authority employees emphasized once again the need for some type of formal MUSC Employees' Organization.

ACTION: Dr. Crouch, Dr. Sutusky, and Mr. Smith will work with appropriate staff and complete previously started plans for such an organization for future consideration by Council.

Mr. Woodbury updated on the CMH purchase.

Dr. Slaughter reported that he and Mr. Sutusky were following up on the minority purchasing issues recently raised by the Human Affairs Commission.
